Amid soaring electricity costs and frequent power interruptions, the Philippines is experiencing a rapid expansion in solar energy installations, driven largely by households and businesses seeking financial relief rather than environmental motivations. The surge has been further accelerated by global supply disruptions linked to the ongoing conflict in the Middle East.

Edwin Salas, a shuttle bus driver living two hours south of Manila, recently installed 20 solar panels on his home, citing the country’s regionally high electricity rates and recurring brownouts as key reasons. “Even if we don’t achieve a zero bill, we’ll be able to save a lot and have power even during outages,” he said.

While the Philippine government aims to achieve a 35 percent share of renewable energy in the overall energy mix by 2030, analysts say the current growth in solar adoption has largely resulted from grassroots demand. Brenda Valerio, country director for non-profit New Energy Nexus, described this trend as a pragmatic response to financial pressure rather than solely an environmental choice.

The country has become China’s second-largest buyer of solar panels this year, with rooftop installations nearly doubling since early 2025, according to a report from a global energy think tank. Mike de Guzman, CEO of Manila-based Solaric, noted that the Middle East conflict has heightened urgency in switching to solar, with his company’s inventory depleted within weeks of the war’s outbreak in February and continuing to face strong demand, receiving about 60 calls daily.

China’s exports of solar cells and panels rose 26 percent from January to May compared to the same period last year, driven in part by Southeast Asian countries where governments are actively promoting solar adoption. Malaysia and Thailand have introduced policies to encourage solar use, while Cambodia set a record for solar panel imports in March. Indonesia is also increasing its purchases, but heavy subsidies for conventional energy and a quota system have limited consumer uptake.

Despite this growth, the Philippines is still in the early stages of solar deployment. The Manila-based Institute for Climate and Sustainable Cities estimates that only 0.5 percent of the country’s available rooftop space is currently equipped with solar panels, indicating significant room for expansion. Large commercial properties have contributed to progress, with the SM Group’s malls, including the Mall of Asia, utilizing over 200,000 panels to supply around half of their energy needs. Other major developers such as Robinsons and Ayala are similarly investing in rooftop solar installations.

Declining panel prices and rising electricity tariffs have improved the financial viability of solar systems, but upfront costs remain a barrier for many households. New Energy Nexus estimates that a typical residential system costs between $3,000 and $5,000—an amount difficult for many middle-class families to afford without financing. Although the government offers a financing program for civil servants, broader public access to affordable loans remains limited.

Administrative hurdles also pose challenges. Approvals required for metering and grid connection, which should take about 10 days, can stall for up to eight months in some areas, according to Valerio. Senate President Sherwin Gatchalian highlighted the need to simplify the permit process to accelerate adoption.

Industry leaders have called for tax relief measures, including removing value-added taxes on solar equipment, to reduce costs and unlock the country’s substantial untapped demand. Jose Rafael Mendoza, president of the Philippine Solar and Storage Energy Alliance, pointed to Australia’s widespread rooftop solar adoption as a potential model. “We believe there’s going to be a similar trajectory,” he said, reflecting optimism about the sector’s growth amid ongoing energy challenges.
