Hong Kong has taken a significant step toward integrating driverless vehicles into its transportation network by easing regulations to permit testing of autonomous cars at the airport without backup drivers behind the wheel. The Transport Department announced on July 23 that earlier remote operation tests met safety requirements, allowing the next phase of trials to proceed with standby controllers monitoring the vehicles remotely.

The development centers on technology created by Chinese tech giant Baidu, which obtained the city’s first license for autonomous vehicle testing in November 2024. Since then, the company has expanded its pilot programs beyond Chek Lap Kok airport to include other areas in North Lantau, Kowloon East, and the Southern district. These trials have seen increases in fleet size and speed limits, with designated passenger test rides conducted under closely controlled conditions.

Authorities in Hong Kong have adopted a gradual and flexible regulatory stance, balancing the advancement of innovation with rigorous safety and contingency measures. A key challenge lies in adapting mainland-developed autonomous vehicles, which are configured for left-hand traffic, to Hong Kong’s right-hand drive road system — a layout shared by roughly a third of the world, including countries such as the United Kingdom, Japan, and India.

While some observers argue that Hong Kong is progressing cautiously compared to other markets, the city’s dense and complex urban environment provides valuable real-world data that mainland developers need to refine their systems for international markets. Companies such as Baidu benefit from testing driverless vehicles under stringent safety standards and regulatory frameworks aligned with global practices.
