This unexpected alignment highlights growing concerns about the environmental and community impacts of these large-scale facilities.

Texas Governor Greg Abbott, a conservative Republican known for his tough stance on immigration, gun rights, and conservative social policies, publicly opposed the construction of AI data centers in rural parts of his state in late June. Speaking in Cherokee County, a region that gave 80% of its votes to Donald Trump in the 2024 presidential election, Abbott asserted that Texas would not permit these developments to proceed unchecked. He framed the issue as a defense of “East Texas values,” signaling his intention to protect local communities from what he and supporters perceive as intrusive technological projects.

Meanwhile, New York Governor Kathy Hochul, a progressive Democrat with a track record on abortion rights, immigration protections, and aggressive climate initiatives, took a similar stand against the proliferation of data centers. Last week, she announced the state's decision to impose the first moratorium in the United States on the construction of “hyperscale” data centers, which are massive facilities designed to support AI and other intensive computing needs. Hochul cited concerns about rising utility costs, the strain on natural resources, and general uncertainty for New Yorkers as primary reasons for the suspension. She emphasized the state’s commitment to balancing innovation with the well-being of its residents.

The governors’ contrasting political backgrounds and constituencies make their shared opposition notable. Texas voters remain strongly conservative, often voting Republican in federal elections, while New York leans solidly Democratic and often enacts policies aimed at progressive reform. Yet their unity on this issue underscores the growing scrutiny that accompanies the fast expansion of infrastructure supporting artificial intelligence and other digital technologies.
