Intel has experienced a significant turnaround following a major equity investment by the U.S. government, which acquired a 10 percent stake in the company last year. The move, initiated during the Trump administration, involved converting billions in manufacturing grants from the 2022 Chips Act and $3.2 billion in Department of Defense contracts into equity. This unprecedented federal intervention in a U.S. technology company marked a crucial intervention to stabilize the chipmaker once dominant in PC and data center markets but struggling amid intensifying competition.
The U.S. government’s involvement sought to support Intel as a potential counterbalance to Taiwan Semiconductor Manufacturing Company (TSMC), which currently produces more than 90 percent of the world’s most advanced chips, including those critical to the artificial intelligence (AI) industry. Since the investment, Intel’s shares have more than quadrupled, attracting additional investments from Nvidia, totaling $5 billion, and a $2 billion infusion from Japan’s SoftBank. These financial boosts have helped change the market narrative from decline to cautious optimism, though challenges remain.
Lip-Bu Tan, who took over as Intel’s chief executive in March 2023, has led a sweeping restructuring aimed at reviving the company’s innovation and manufacturing capabilities. Tan, whose leadership has drawn mixed reactions, rapidly reduced Intel's workforce by about 20,000 employees, or one-fifth of its staff, while trimming capital expenditures and selling stakes in subsidiaries to strengthen the balance sheet. He reconfigured Intel’s senior leadership, retaining only key executives such as Chief Financial Officer David Zinsner and foundry head Naga Chandrasekaran.
Prior to the administration’s investment, Intel faced significant difficulties with its AI chip strategy and foundry business. A critical partnership with UK-based Arm, intended for the production of AI data center chips using Intel’s manufacturing facilities, fell through amid concerns about Intel’s competitiveness and capital needs. Meanwhile, Intel’s latest manufacturing technology, known as 18A, lagged behind TSMC’s advancements, slowing the company’s ability to attract external customers for its foundry operations.
Despite these setbacks, Intel has recommitted to its advanced manufacturing roadmap, including the next-generation 14A process. Capital spending was increased to $20 billion in 2024, signaling confidence in winning new business. Intel has also started producing its own high-end chips at a new Arizona facility, marking a milestone after previously relying on TSMC for manufacturing. The company is engaged in talks with multiple potential foundry customers and aims to leverage partnerships such as Elon Musk’s Terafab project, which seeks to build large-scale U.S.-based chip production outside Asia.
While Intel’s ambitions to rival TSMC in the highest-end contract chip manufacturing remain unproven, the renewed focus on the foundry and AI markets is apparent. Industry experts note that Intel’s 18A technology is improving but has not yet matched TSMC's performance and efficiency. Customer commitments hinge on the upcoming rollout of 14A’s development kits, which will indicate whether Intel can attract the volume necessary to justify the substantial investment.
In the AI sector, Intel continues to refine its products aimed at data center workloads, such as its June release of the Clearwater Forest chip. The company has also expanded into designing custom AI chips alongside major cloud providers, including a recent deal with Google. Although Intel’s market share in AI hardware remains modest compared to rivals like Nvidia, its leadership sees incremental gains as critical to broader revenue growth amid shifting market dynamics.
The U.S. government’s stake provided stability and a signal of support, offsetting fears of a potential break-up or sale of strategic Intel assets amid years of financial losses and flagging performance. Yet, industry observers caution that while Tan has successfully regained investor confidence, translating that momentum into sustained technological leadership and market share growth will be a complex challenge in a highly competitive and capacity-constrained semiconductor landscape.
