China is advancing rapidly in the biopharmaceutical sector, aiming to surpass the United States by leveraging a coordinated, state-led approach characterized by substantial subsidies, large-scale operations, and accelerated timelines. This strategy mirrors tactics Beijing has successfully employed in other industries, raising concerns about the future of U.S. leadership in biotech innovation and drug development.
Currently, China leads in the number of clinical trials underway and hosts more than 7,000 drugs in its development pipeline. Chinese pharmaceuticals are typically offered at significantly lower prices than their American counterparts in the global market. Whereas China once primarily served as a manufacturing hub for drugs, U.S. pharmaceutical companies are increasingly partnering with Chinese biotech firms for licensing agreements to bring promising new drugs to the U.S. market.
However, this growing interdependence presents strategic risks. China provides many essential raw materials needed for pharmaceutical production, creating vulnerabilities similar to those exposed previously in sectors like rare earth minerals. In the event of political or economic tensions, China could restrict supplies, potentially disrupting critical access to medications in the United States. In contrast, some analysts argue the U.S. has handicapped its own biopharma industry through regulatory and funding challenges. China benefits from the ability to expedite large-scale studies by leveraging its state-run hospitals and swiftly recruiting trial participants.
Funding uncertainty also hampers U.S. efforts, as previous administrations sought reductions to the National Institutes of Health (NIH) budget, complicating the environment for steady investment in biotech research and infrastructure. Experts suggest modernizing the U.S. clinical trial system to improve agility and efficiency is critical to maintaining competitiveness.
Opinions within the U.S. scientific and political communities diverge on how to respond to China’s rise. Some advocate for protectionist measures, similar to those applied in the semiconductor industry, including trade restrictions justified by national security concerns. The U.S. Department of Defense recently designated the Chinese drug manufacturer WuXi AppTec as linked to the Chinese military, a classification the company is contesting in court. Others caution that restricting access to Chinese innovations could further weaken America’s biotech sector by driving financial resources overseas.
Unlike other technologies, pharmaceuticals provide vital health benefits, prompting arguments that Americans should retain access to the best available medicines regardless of their origin. Carefully structured partnerships with Chinese firms could enforce strict regulatory standards, safeguard intellectual property, and foster innovation.
There is potential for mutually beneficial collaboration. The U.S. maintains strengths in cutting-edge research areas such as gene editing, cell therapy, and RNA-based treatments, while China offers advantages in rapid trial execution, scale, and cost reduction. Constructive competition combining these complementary capabilities may accelerate the development of critical therapies for diseases including cancer and Alzheimer’s, benefiting patients on both sides of the Pacific.
