As of July, roughly 10 million Russians use biometric-enabled applications to verify their identity at transit hubs, airports, and through government services, underlining the Kremlin’s push for widespread adoption of digital identification tools.
Among the technologies deployed is a biometric system now employed on public buses and trams in Moscow, which automatically deducts fares once passengers confirm payments via a mobile app. These surveillance measures are supported by a network of CCTV cameras linked to biometric databases. Though the collection of biometric data remains voluntary under Russian law, residents are encouraged to participate to access digital services fully. The government advertises these systems as modernizing urban infrastructure and improving administrative efficiency.
However, the biometric framework also serves as a tool for political control. Authorities can leverage the technology to track and suppress dissent, particularly targeting critics after public gatherings. The historical refuge once found in remote Russian towns has diminished as digital systems now facilitate real-time monitoring across the country.
This surveillance infrastructure recently took on heightened significance amid renewed concerns about military conscription linked to the ongoing conflict in Ukraine. The government introduced digital summonses for military service, carrying the same legal authority as traditional paper notices. These measures aim to prevent draft evasion, a challenge that was prominent during earlier phases of the war.
One Moscow resident, Vlad, a 28-year-old photographer, reported receiving a military summons for a medical examination. Through a centralized government portal, he discovered travel restrictions barring his departure from Russia until he complies. Living in fear of conscription, Vlad has curtailed daily activities such as using the subway, wary of pervasive surveillance.
Proponents aligned with the Kremlin argue that Russia’s digital initiatives create a stable and responsive administrative system, contrasting with Western democracies that prioritize privacy and experience frequent governmental changes. Some officials and analysts view Moscow’s model, under longtime Mayor Sergei Sobyanin, alongside Chinese cities like Shenzhen, as effective examples of technologically advanced urban governance.
Yet, there is internal tension between agencies pushing digital modernization and security services that prefer traditional surveillance techniques. A Russian official involved in digital infrastructure development described conflicts between technocratic bodies, such as the Ministry of Digital Development, and the Federal Security Service (FSB), whose political-policing division favors analog methods. The FSB’s reluctance to fully embrace artificial intelligence tools is partly driven by concerns about diminishing roles for its human operatives.
President Vladimir V. Putin has emphasized the strategic importance of artificial intelligence and digital platforms for Russia’s sovereignty and survival. Nevertheless, Russia’s technological ambitions face significant hurdles, including limited access to advanced microchips due to Western sanctions and a brain drain of technical experts since the Ukraine war began. Consequently, Russia’s leading AI models rely heavily on Chinese open-source technologies.
Analysts suggest Russia is striving to balance ambitious internal digitization with efforts to isolate itself digitally from the global community. However, for individuals like Vlad, the benefits of seamless digital services are overshadowed by the loss of personal freedom, likened to “living in an oxygen mask.” Interruptions such as the prolonged mobile internet blackout in Moscow earlier this year have revealed the fragility of these technologies amid state security concerns, underscoring the complex interplay between convenience, control, and resistance within Russia’s evolving surveillance landscape.
