The Indian Embassy in Abu Dhabi has issued a new request for proposal (RFP) inviting companies to bid for the outsourcing of consular, passport, and visa (CPV) services at the Embassy and the Indian Consulate in Dubai. This process aims to establish Indian Consular Application Centres (ICACs) following a court-ordered reset of the previous tender, which was managed by Alhind Global Services.
Interested bidders are required to submit their organization profiles by October 4, with any written questions due by October 5. A pre-bid conference is scheduled for October 8 to address prospective bidders’ queries, with official responses expected by October 12. Any amendments to the tender documents will be communicated via a corrigendum on October 13.
The deadline for submitting bids is October 26 at 3 p.m., with technical bids set to be opened at 4:30 p.m. on the same day. The Embassy plans to announce the results of the technical evaluation by November 20. Financial bids are anticipated to be opened between November 27 and 28, with the contract award expected on November 27. However, the dates for technical presentations, result announcements, financial bid openings, and contract awarding remain subject to change.
The reissuance of this tender represents a significant step in reestablishing outsourced CPV services for Indian nationals in the United Arab Emirates, following the judicial intervention that necessitated a review of the earlier process.
