Indian expatriates in the United Arab Emirates will face increased government fees for passport-related services starting July 1, following a revision announced by India’s Ministry of External Affairs (MEA). The Indian Consulate in Dubai confirmed that the updated charges apply to a broad range of services, including new passport applications, renewals, Tatkaal (expedited) services, replacement of lost or damaged passports, passports for minors, and Police Clearance Certificates (PCC).

The fee adjustment marks the first enhancement in passport charges since 2012. One of the most significant hikes involves the replacement fee for a lost or damaged 60-page passport under the standard scheme, which has risen by AED 415. Additionally, the cost of a standard 36-page passport has increased by AED 165, while the Tatkaal passport fee saw a modest increase of AED 45.

Alongside the revised fees, a 10 percent discount has been introduced for fresh passport applications submitted by children aged eight and under, as well as senior citizens aged 60 and above. This discount, however, does not apply to passport renewals.

The fee revision coincides with the transition of passport and consular services management in the UAE to a new outsourcing partner, Al Hind Tours and Travels LLC. This company will take over responsibilities for passport issuance, visa processing, and other consular services from the previous service provider. Although the government fees are now set, the service charges and processing fees levied by Al Hind Tours and Travels LLC have yet to be announced.

Applicants should be aware that, in addition to the updated government fees, payments for the Indian Community Welfare Fund (ICWF) and the new service provider’s handling fees will also apply. The Indian Consulate has indicated that detailed information regarding the final service charges under the new outsourcing arrangement will be released shortly.

The adjustments reflect efforts to update passport service fees in line with operational changes and inflation since the last revision over a decade ago. Indian nationals residing in the UAE are advised to prepare for the new fee structure when applying for passport services henceforth.
