Kuwait’s Public Authority for Civil Aviation (PACA) has submitted a third formal complaint to the International Civil Aviation Organization (ICAO) concerning ongoing attacks by Iran targeting Kuwait International Airport. The latest assault occurred on Thursday, focusing on the airport’s radar installations, which are critical for air traffic management and civilian aviation safety.

According to PACA, the attack resulted in both injuries and substantial damage to radar facilities and related equipment. The incident compelled Kuwaiti aviation authorities to temporarily reduce air navigation operations over the country to maintain safety standards before restoring normal services in line with established international protocols.

In its official communication to ICAO, PACA emphasized that repeated targeting of civil aviation infrastructure violates the Chicago Convention of 1944 and other international regulations designed to protect the safety and security of global air travel. The authority underscored the heightened risks posed to passengers, flight crews, and personnel working within the civil aviation sector. Kuwait has urged ICAO to investigate the breaches, formally document the violations, and assess their implications for regional and international air navigation safety.

Additionally, PACA stated that Kuwait reserves the right to pursue all legal remedies authorized under international law and treaties in response to the attacks.

Separately, Kuwait’s Criminal Court State Security Circuit issued a gag order regarding proceedings against members of Iran’s Islamic Revolutionary Guard Corps accused of illicitly entering Kuwaiti territorial waters and a restricted military zone. Case documents allege that the individuals crossed maritime boundaries using boats equipped with navigation, communication, and surveillance devices, while carrying weapons and ammunition. Their actions were reportedly aimed at targeting Kuwaiti military and security infrastructure.

The Kuwaiti Armed Forces intercepted the group within the restricted zone and handed them over to legal authorities for prosecution. The gag order restricts public disclosure of details related to this case.
