Iran has formally called on the United Nations Security Council to condemn recent U.S. missile strikes on the Darkhovin Nuclear Power Plant, describing the attacks as severe violations of international law and threats to global nuclear safety. The complaint, submitted Monday by Amir Saeid Iravani, Iran’s permanent ambassador to the United Nations, requests immediate intervention by the international body.

The strikes occurred over the weekend when U.S. forces launched multiple missiles targeting the Darkhovin facility, which is still under construction but remains fully registered under the International Atomic Energy Agency’s (IAEA) safeguards according to Tehran’s Comprehensive Safeguards Agreement. In his letter to the Security Council president and the UN Secretary-General, Iravani emphasized that activities at Darkhovin are “exclusively peaceful, fully transparent, and entirely consistent” with Iran’s obligations under the Nuclear Non-Proliferation Treaty (NPT).

Iranian officials assert that the attack represents the 18th assault against the country’s nuclear infrastructure since June 2025, when joint military operations involving the United States and Israel reportedly intensified. The Iranian diplomatic mission warned that targeting civilian nuclear sites undermines nuclear safety and the credibility of global non-proliferation efforts.

The appeal also highlights a formal request made on July 19, 2026, by the head of Iran’s Atomic Energy Organization to the IAEA Director General, urging the agency to take “effective and appropriate actions” against what Tehran calls acts of aggression threatening the integrity of the global nuclear non-proliferation regime. Iravani cited longstanding international legal principles, recalling that the global community has repeatedly affirmed that attacks or threats against peaceful nuclear facilities are unacceptable under any circumstances.

Referencing previous IAEA General Conference resolutions and Security Council statements affirming the inviolability of monitored nuclear sites, Iran urged the UN leadership to execute their responsibilities under the UN Charter “without delay and without discrimination or double standards.” The formal petition demands that the Security Council unequivocally condemn the strike on Darkhovin and reaffirm that any attack or threat targeting peaceful nuclear installations constitutes a breach of international law.

The Iranian representative further called on the council to insist that the United States immediately halt all attacks and threats against Iran, including its peaceful nuclear projects, and to hold Washington fully accountable under international law for the consequences of its actions.

This complaint comes amid a backdrop of escalating regional tensions, with U.S. forces conducting strikes on civilian infrastructure across southern Iranian provinces. Last week, U.S. military operations damaged six bridges in Hormozgan Province, following prior U.S. warnings regarding targets connected to Iran’s power grid.
