Israel has reaffirmed its military presence in southern Lebanon despite the establishment of a new US-Iran "de-confliction cell" aimed at reducing hostilities in the region. Israeli Prime Minister Benjamin Netanyahu stated on Monday that the Israel Defense Forces (IDF) maintain full operational freedom to counter any threats in southern Lebanon or to northern Israel, emphasizing that there are no restrictions on their actions.
The de-confliction cell emerged from the first high-level talks between the United States and Iran under a recently signed Memorandum of Understanding. Its stated goal is to prevent a resurgence of large-scale conflict between Israel and the Lebanese group Hezbollah, a proxy supported by Iran. However, neither Israel nor Hezbollah are directly part of the new mechanism, which includes the US, Iran, and Lebanon and was facilitated by mediators from Pakistan and Qatar.
US Vice President JD Vance, speaking to reporters in Switzerland, described the cell as a measure to reduce tensions along the Israel-Lebanon border. He acknowledged the complexity of responding to sporadic incidents, such as drone launches by lower-level actors, and suggested the cell could provide a framework for more measured Israeli responses coordinated with regional partners including Hezbollah and Lebanon. Vance underscored that the initiative aims to lower the "temperature" in the region and avoid escalation.
Beyond security arrangements, the talks have included discussions on economic incentives tied to frozen Iranian assets. Vance credited Jared Kushner, former White House advisor, with proposing the use of these funds to purchase US agricultural products like soybeans, corn, and wheat for Iran. He described this component as a "classic Trump deal" designed to benefit both American farmers and the Iranian population, while contributing to a broader regional security structure.
Despite these diplomatic overtures, Iranian officials dismissed the portrayal of the arrangement as “Western propaganda.” Additionally, Vice President Vance did not announce any new agreements related to Iran’s nuclear program or ballistic missile capabilities, which remain key concerns for US policy.
Overall, the creation of the de-confliction cell marks a cautious effort to reduce direct confrontation between Israel and Iran-backed Hezbollah forces, while Israel maintains its readiness to respond to emerging threats independently.
