Kuwait is spearheading efforts to modernize and expand the energy media framework across the Gulf Cooperation Council (GCC) countries, aligning it with the significant transformations occurring in the global energy landscape. Sheikha Tamadher Khaled Al-Ahmad Al-Sabah, Director of Public Relations and Petroleum Media at Kuwait’s Ministry of Oil, outlined Kuwait’s active role in updating the regional media strategy to encompass a broader and more comprehensive approach to energy communication.
The revised strategy, which was endorsed during the 19th preparatory meeting of the GCC Undersecretaries of Petroleum Ministries held in Kuwait on September 30, 2025, marks a shift from the traditional "Petroleum Media Strategy" to the more inclusive "Energy Media Strategy." This change reflects ongoing developments beyond oil and natural gas, incorporating renewable energy, hydrogen technologies, emissions reduction, the circular carbon economy, energy efficiency, and supply security.
Sheikha Tamadher emphasized that this update is more than a nominal adjustment; it represents a qualitative expansion in the scope and priorities of GCC media discourse. The new strategy aims to enhance the GCC’s ability to explain complex changes in global energy markets, articulate regional policies and positions, and strengthen the Gulf’s presence in both regional and international energy dialogues. It seeks to balance energy security with sustainability while underscoring the GCC’s contribution to reliable energy supplies, global economic growth, and responsible responses to climate change and the energy transition.
Key elements of the updated strategy include the use of advanced media intelligence and proactive analytical tools. These tools are intended to monitor international media trends, evaluate content from influential outlets and think tanks, and anticipate potential information campaigns, allowing GCC authorities to respond more effectively to emerging global developments.
Furthermore, the strategy promotes enhanced cooperation with international organizations involved in energy, climate, and the energy transition, alongside coordinated GCC participation in major global events. It also focuses on closely tracking and assessing international energy and climate legislation, preparing targeted media content that clarifies the implications of such policies for the Gulf region.
Through these initiatives, Kuwait aims to foster a unified and credible GCC energy media discourse capable of professionally communicating the region’s positions and strategic role in global energy security and market stability. The Ministry of Oil reiterated its commitment to supporting joint Gulf efforts that strengthen coordination among member states and elevate the region’s influence in international energy media narratives.
