KUWAIT CITY — Kuwait is advancing its commitment to the rights and inclusion of persons with disabilities through strengthened policies and institutional coordination, officials said at a workshop held on July 15. The event focused on the implementation of the Convention on the Rights of Persons with Disabilities (CRPD), aiming to bolster government capacity in promoting equality and inclusive practices.

The workshop was organized under the patronage of Dr. Amthal Al-Huwailah, Kuwait’s Minister of Social Affairs, Family and Childhood Affairs, who also chairs the Supreme National Committee for the Implementation of the CRPD. The committee, established to oversee Kuwait’s adherence to the convention, brings together representatives from various government agencies working to enhance the quality and coordination of services for persons with disabilities.

Speaking at the workshop, Dr. Al-Huwailah emphasized Kuwait’s ongoing efforts to ensure persons with disabilities receive equal opportunities and full societal participation. She highlighted the committee’s role in monitoring the country’s progress in fulfilling international obligations related to disability rights, as well as in developing institutional action plans that integrate disability considerations into broader government policies and programs.

The event was organized in partnership with the United Nations Economic and Social Commission for Western Asia (ESCWA), the Ministry of Foreign Affairs, and the Public Authority for Disability Affairs. ESCWA’s involvement included introducing specialized tools designed to assist government agencies in refining their policies, procedures, and mechanisms for tracking advancements in disability inclusion.

Sumaya Al-Majzoub, ESCWA Social Affairs Officer, noted that the workshop aimed to deepen participants’ understanding of the CRPD’s provisions and the associated monitoring and reporting requirements submitted to the UN committee in Geneva. She described the initiative as focusing on two key areas: raising awareness about the convention and its monitoring system, and formulating a comprehensive institutional action plan to mainstream disability issues into public service strategies.

Al-Majzoub underscored the importance of these measures for ensuring equitable access to education, healthcare, employment, public participation, and digital services for persons with disabilities. She also highlighted that strengthening national legislation through adherence to international conventions remains a vital global challenge, one that requires coordinated institutional planning and enhanced public awareness.

The workshop provided participating agencies with opportunities to review Kuwait’s current progress in disability inclusion and to identify future priorities for reinforcing policies and programs. Officials said the initiative aligns with recommendations from the UN Committee on the Rights of Persons with Disabilities and supports Kuwait’s efforts to advance the Sustainable Development Goals by fostering an inclusive society for all citizens.
