Kuwait has reiterated its commitment to international justice and the rule of law, emphasizing the need for adherence to international law, the United Nations Charter, and peaceful dispute resolution. The statement was delivered by Diplomatic Attaché Mohammad Al-Mutairi to the Sixth Committee (Legal) of the UN General Assembly during discussions on the agenda item “The Rule of Law at the National and International Levels.”

Al-Mutairi highlighted the critical role of the International Court of Justice (ICJ) and called for respect for its rulings, underscoring that the rule of law underpins peace, security, and human rights. He condemned recent attacks attributed to Iran on Kuwait, Gulf Cooperation Council (GCC) states, and Jordan, describing these actions as violations of sovereignty and threats to regional stability. The diplomat also condemned assaults on vessels in the Strait of Hormuz and the Red Sea, urging both Iran and the Yemeni Houthi militia to comply with international law and United Nations resolutions to prevent further escalation.

The Kuwaiti representative reaffirmed his country’s support for a two-state solution to the Israeli-Palestinian conflict, specifically endorsing the New York Declaration aimed at achieving a just peace. This includes the establishment of an independent Palestinian state with East Jerusalem as its capital. Al-Mutairi called for respect of the ICJ’s advisory opinion, which considers Israeli presence in the Occupied Palestinian Territories to be illegal. He criticized Israeli policies and actions against Palestinians, demanding an end to the occupation and accountability for violations.

In addition to the Palestinian issue, Al-Mutairi condemned Israeli military operations in Syria, calling for the withdrawal of Israeli forces from all occupied Syrian territories. He also affirmed Kuwait’s full support for Lebanon’s sovereignty and expressed concern over continued Israeli attacks affecting the country.

Drawing on Kuwait’s own experience with Iraq’s 1990 aggression, Al-Mutairi stressed the importance of respecting sovereignty and upholding international law to prevent conflict and maintain security. He outlined efforts by Kuwait to enhance its domestic justice system, promote women’s empowerment, and strengthen governance. The diplomat concluded by calling for greater international cooperation in developing legal norms that accommodate diverse national experiences, reaffirming Kuwait’s dedication to a just international order grounded in the rule of law.
