Kuwait has completed a comprehensive review and restructuring of its Supreme Council for Family Affairs to enhance its operational efficiency and service delivery to families across the country. The announcement was made on Saturday by Dr. Amthal Al-Huwailah, Minister of Social Affairs, Family and Childhood Affairs.
The restructuring, conducted in accordance with directives from Kuwait’s political leadership and the Council of Ministers, aims to activate the council’s role and improve its functions as a key provider of social services. According to Al-Huwailah, the reorganization focuses on the optimal utilization of staff expertise, the elimination of overlapping responsibilities, and the achievement of tighter administrative, financial, and legal integration with the Ministry of Social Affairs.
While the Supreme Council for Family Affairs maintains its independence in executing technical duties, it is now financially connected to the ministry as one of its program units. This financial affiliation necessitated streamlining operations and addressing redundancies between the two entities. Under the revised structure, the council’s core activities will concentrate on social and psychological counseling for individuals and families, operating secure shelters for women and children affected by domestic violence, and conducting community outreach and media campaigns on critical family issues.
As part of the overhaul, financial, administrative, and legal responsibilities have been transferred to the Ministry of Social Affairs. Staff have been redistributed to remedy personnel shortages across various ministry divisions and to develop a secondary cadre of qualified national employees. Administrative efficiency has been bolstered through the consolidation of departments with related functions; for instance, research units have been merged with institutional performance evaluation teams, and reporting services combined with telephone counseling functions.
Dr. Al-Huwailah emphasized that the restructuring repositions the Supreme Council as a specialized technical entity devoted to family protection, counseling, and public awareness. The changes are designed to strengthen family stability and better align the council’s mission with the needs and aspirations of Kuwaiti families.
