The State of Kuwait reiterated its commitment to upholding the decisions and advisory opinions of the International Court of Justice (ICJ), emphasizing the necessity of full compliance with international legal obligations. The statement was delivered by Diplomatic Attaché Elaf Al-Sabr during a session of the United Nations General Assembly on October 31, addressing agenda item 72 regarding the ICJ’s annual report.
Al-Sabr underscored the critical role of the ICJ as the primary judicial organ of the United Nations, responsible for adjudicating disputes between sovereign states and issuing authoritative legal interpretations. She highlighted that the court’s function is essential for reinforcing the international rule of law and promoting the peaceful resolution of conflicts. The diplomat emphasized that international justice requires not only the issuance of rulings and advisory opinions but also the consistent and universal implementation of these decisions without bias or selective application.
Turning to the Israeli-Palestinian conflict, Al-Sabr drew attention to the ICJ’s legal determinations concerning the ongoing Israeli presence in the Occupied Palestinian Territory. She referenced the court’s landmark advisory opinion issued in July 2024, which declared the Israeli occupation in the territories unlawful. Additionally, she welcomed the ICJ’s October 2025 advisory opinion outlining the obligations of the occupying power towards the United Nations and international bodies operating in the same areas.
Among the responsibilities identified in the recent advisory opinion are the facilitation of unhindered humanitarian assistance and full cooperation with UN agencies, notably the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Al-Sabr stressed the importance of these obligations to ensure the effective delivery of humanitarian support and coordination with international organizations.
Concluding her remarks, the Kuwaiti diplomat reaffirmed Kuwait’s endorsement of the ICJ and its efforts to strengthen the court’s authority and credibility. She asserted that respect for international law remains an essential foundation for establishing a just and stable global order, calling for the impartial and comprehensive application of legal standards to maintain the integrity of the international multilateral system.
