Singapore authorities are progressing toward establishing a comprehensive legislative framework to govern the deployment of autonomous vehicles (AVs) on public roads, with a focus on ensuring clarity in liability insurance and passenger protection.

Currently, autonomous vehicles operating on public roads in Singapore are regulated under the Road Traffic (Autonomous Motor Vehicles) Rules 2017, which function within a regulatory sandbox. Under these rules, authorized AV operators must maintain liability insurance that covers third-party death, bodily injury, and property damage resulting from the use of autonomous vehicles. This insurance also extends to passengers inside the AVs. In the event of an accident, affected third parties can seek compensation through the insurance process, mirroring the system established for conventional motor vehicles.

Beyond insurance requirements, the Land Transport Authority (LTA) mandates that AV operators comply with stringent safety, cybersecurity, and operational standards designed to safeguard both passengers and other road users. The LTA retains the authority to enforce these requirements and impose regulatory measures if operators fail to meet the stipulated conditions.

Recognizing the growing significance of autonomous vehicles and the need for clearer regulatory certainty, Singapore plans to introduce a dedicated Autonomous Vehicles Act within the next year. Authorities have initiated public consultations to gather feedback from various stakeholders, including industry representatives, insurers, and legal practitioners. This engagement aims to develop a more holistic legal framework that addresses insurance, compensation, and other liability issues surrounding autonomous vehicle use.

Officials emphasized their commitment to enhancing protection for passengers and other road users and ensuring that effective recourse mechanisms are in place should autonomous vehicles be involved in accidents. The outcomes of the public consultation and further details on the proposed legislative framework will be shared once finalized.

The initiative reflects Singapore’s proactive approach to integrating emerging technologies into its transport ecosystem while maintaining safety and accountability on its roads.
