The debate over whether the United States should adopt permanent daylight saving time, permanent standard time, or maintain the current seasonal clock changes continues to divide experts and the public alike. Advocates on both sides cite health, safety, and economic considerations, but consensus remains elusive.

Under current practice, clocks in most states shift forward in spring and back in fall, which results in darker mornings during daylight saving time in winter and very early sunrises during standard time in summer. Permanent daylight saving time would delay winter sunrises past 8:30 a.m. for nearly 10 weeks but provide more evening daylight, while permanent standard time would shift summer sunrises to before 4:30 a.m. Critics of permanent daylight saving time argue that it disrupts the body’s circadian rhythms, which are tightly regulated by exposure to morning sunlight. Circadian misalignment has been linked to increased risks of cardiovascular disease, metabolic disorders, certain cancers, and mental health problems.

“Morning light is a powerful signal to synchronize the body’s internal clocks,” said Elizabeth B. Klerman, a sleep and circadian researcher at Harvard Medical School. She and others emphasize that permanent daylight saving time could exacerbate chronic sleep deprivation and circadian disruption, particularly among adolescents and "night owls," who tend to have later sleep schedules but face early school start times. Studies have associated darker mornings during permanent daylight saving time with increased risks of traffic accidents among teen drivers and poorer academic performance. For example, research following Seattle high schools’ delay of morning start times showed improvements in student sleep and grades, gains that could be reversed if permanent daylight saving time were adopted.

Still, proponents of permanent daylight saving time highlight potential benefits, including increased opportunities for outdoor activity and social interaction in the evening, which some studies suggest can reduce traffic accidents and certain crimes. Research measuring effects across time zones has found mixed results: living on the western edges of a time zone, which mimics permanent daylight saving time, correlates with less sleep, higher cancer incidence, and more fatal traffic crashes in some studies, though others point to declines in robberies with later evening light.

The United States previously experimented with year-round daylight saving time in early 1974 during the energy crisis but abandoned it after public opposition grew amid safety concerns, including children being injured walking to school in the dark. Today, about 88 percent of Americans favor changing the current system, but scientists caution that evidence remains inconclusive regarding the best permanent option. Many support permanent standard time due to its favorable health profile, as endorsed by organizations such as the American Medical Association.

Others advocate maintaining the biannual clock changes while working to mitigate their negative effects through public education about gradual adjustment to transitions. Some researchers suggest that the larger problem may not be the clock changes themselves, but society’s rigid schedules that force early wake times despite natural variations in individual circadian rhythms. Flexible school and work start times that align better with biological sleep patterns could reduce harm regardless of whether the country adopts permanent daylight saving or standard time.

Under current law, states may exempt themselves from daylight saving time, a path taken by Arizona and Hawaii. Congressional proposals would shift the national default to permanent daylight saving time or permanent standard time while allowing state-level variation. However, experts warn that too much local discretion risks complicating scheduling and communication in a highly interconnected society.

With seasonal daylight saving time entrenched but increasingly unpopular, the debate over how best to balance health, safety, and lifestyle factors continues. Researchers urge further study and caution before making major changes, emphasizing the complexity of circadian biology and societal needs.
