Seven individuals responsible for managing an apartment complex in Seri Kembangan, Selangor, have been issued compound notices by the Subang Jaya City Council (MBSJ) for failing to hold annual general meetings (AGMs) over a three-year period. The management corporation did not convene AGMs from 2023 through 2025, prompting action by the council following a complaint.

MBSJ initiated an investigation through its Commissioner of Buildings Department after receiving the complaint, leading to a referral to the deputy public prosecutor. On July 8, the council issued compound notices to those involved, imposing a fine of RM4,000 with a 14-day deadline for payment. Officials warned that failure to pay the fine within this period could result in prosecution.

Under the Strata Management Act 2013, holding AGMs within the prescribed timeframe is a statutory obligation for joint management bodies and management corporations. The council highlighted that AGMs provide a platform for property owners to discuss issues related to building management and maintenance.

If convicted through prosecution, the responsible parties could face penalties including fines up to RM50,000, imprisonment for up to three years, or both, according to MBSJ.

In a separate enforcement action, the Klang Royal City Council (MBDK) reported taking measures against six unlicensed business premises operated by foreign workers at locations including Jalan Kebun Baru/KU15, Jalan Klang Perdana, and Kampung Perepat. The businesses affected included convenience stores, a barber shop, a grocery selling live chickens, and a food preparation facility.

During the operation, MBDK’s licensing and enforcement officers issued six inventory forms and confiscated items from these premises. Additionally, enforcement efforts targeted 11 unlicensed hawkers operating at two other areas in Klang. Four hawkers at Taman Rakyat Andalas had goods seized, while seven hawkers at Lorong Selamat in Sungai Udang were issued compound notices under the council’s hawker by-laws.
