The Ministry of Communications and Information Technology (MCIT) of Qatar, in partnership with Microsoft, convened a preparatory meeting to review the progress of the second cohort of the Microsoft 365 Copilot Adoption Programme. The initiative, implemented through the Qatar Digital Academy, involves 17 government and semi-government entities and aims to enhance the adoption of artificial intelligence tools in public sector workflows.
Sami Mohammed Al Shammari, assistant undersecretary for Infrastructure and Operations Affairs at MCIT, opened the meeting with an overview of the programme’s key outcomes. He highlighted significant advancements in user adoption, training, and the development of AI-driven use cases within participating entities. According to Al Shammari, the progress made thus far provides a foundation for expanding the programme’s reach and deepening its impact on government efficiency.
Data presented during the session indicated that more than 8,000 users are actively utilizing Microsoft 365 Copilot, reflecting an adoption rate of nearly 70 percent among the 12,260 licensed users. Since the launch, approximately 2.1 million actions and tasks have been executed using the tool, signaling a growing integration of AI capabilities in institutional procedures.
The meeting also focused on the programme’s extensive training efforts, which have delivered 508 sessions to over 9,000 employees. These sessions covered a range of areas, from introductory courses and executive leadership briefings to workshops aimed at identifying and developing specific use cases. Specialized training was provided to teams responsible for facilitating the adoption of Copilot within their organizations, ensuring alignment between the technology’s capabilities and the operational needs of different departments.
Additionally, discussions emphasized the importance of ongoing communication campaigns and activation activities designed to encourage user engagement and promote sustained utilisation of the AI tool. The use of monitoring dashboards and periodic reviews were noted as key mechanisms to track progress and assess the impact on work quality and process efficiency.
Further dialogue explored advancements across 96 AI agent use cases developed under the programme, as well as demonstrations showcasing practical applications that leverage institutional knowledge to streamline workflows.
Al Shammari underscored the critical role of leadership in maintaining momentum, encouraging knowledge sharing, and measuring outcomes to enhance government performance. Looking ahead, the ministry aims to focus on broadening the scope of adoption, fostering innovative use cases, and embedding AI-driven solutions within the fabric of public sector operations in Qatar.
