Microsoft and French artificial intelligence developer Mistral announced on Tuesday a multibillion-dollar agreement to provide the U.S. technology company with access to Europe-based graphics processing unit (GPU) infrastructure. The arrangement aims to expand Microsoft’s capacity for AI development and enhance its cloud and AI service offerings across the region.
Details regarding the financial terms and specific computing resources involved were not disclosed. Nevertheless, the partnership marks another significant instance of AI developers monetizing their computing power amid growing demand and shortages of advanced chips. Earlier this year, Elon Musk’s SpaceXAI entered into a deal with AI lab Anthropic, while the team behind the Claude chatbot has reportedly been negotiating a multibillion-dollar agreement to utilize infrastructure owned by Meta, the parent company of Facebook and Instagram.
Under the new deal, Microsoft’s clients will gain the ability to operate Mistral’s AI models, including the programming assistant Mistral Medium 3.5 and the text-recognition system OCR 4. These models can be run on Microsoft’s cloud infrastructure or on local hardware, reflecting an emphasis on providing flexible deployment options in Europe.
The move aligns with growing European concerns about reliance on U.S.-based tech companies and the desire to maintain control over data, operations, and technological sovereignty. “Europe should have access to the world’s most capable AI without compromising control over their data, operations or digital future,” said Microsoft President Brad Smith in a joint statement.
Mistral has also announced plans to invest 1.2 billion euros ($1.4 billion) in expanding its data center operations by establishing new facilities in Sweden, marking the company’s first infrastructure investment outside of France. This expansion underscores the increasing focus on building AI and cloud capabilities within Europe to reduce dependencies amid ongoing transatlantic tensions over technology and data governance.
