Qatar’s Minister of Social Development and Family, HE Buthaina bint Ali Al Jabr Al Nuaimi, outlined the country’s strategic plan aimed at fostering a resilient and empowered society during a lecture at Carnegie Mellon University in Qatar (CMU-Q) on September 17, 2026. The minister presented the Ministry of Social Development and Family Strategy 2025–2030, titled “From Care to Empowerment,” which is designed to align with Qatar’s Third National Development Strategy and the broader Qatar National Vision 2030.
The strategy focuses on five interconnected pillars: strengthening family unity, empowering women, supporting vulnerable groups, promoting social solidarity, and providing comprehensive social protection. HE Al Nuaimi emphasized that the new social development approach marks a shift from merely providing care to enabling individuals and families to become more productive and independent contributors to society.
“Our vision is to create the conditions for individuals and families to thrive and contribute fully to society,” she said, highlighting the importance of collective action and cooperation among government agencies, the private sector, civil society, and the wider community in achieving these goals.
The lecture took place as part of CMU-Q’s Dean’s Lecture Series, a platform that invites knowledgeable figures to share insights on significant national and social issues. Michael Trick, Dean of CMU-Q, welcomed HE Al Nuaimi and noted her expertise in social policy and education, describing her perspective as both insightful and timely given Qatar’s developmental priorities.
During the session, HE Al Nuaimi detailed how the strategy seeks to enhance quality of life and social cohesion across the country. She pointed out that the plan’s comprehensive framework is intended not only to support priority groups, such as vulnerable populations and women, but also to foster greater social solidarity and active community participation, all contributing to long-term societal resilience.
The minister called for unified efforts across various sectors to implement the strategy effectively, stressing that successful social development depends on collaboration and shared responsibility. This approach aligns with Qatar’s national goals to build a cohesive society capable of sustaining progress over future generations.
