Kuwait’s Ministry of State for Communications and Information Technology has entered into a memorandum of understanding (MoU) with E-Portal Holding Company, a subsidiary of Kuwait Telecommunications Company (stc), to enhance digital government services through the unified government platform, Sahel. The agreement aligns with the Cabinet’s broader agenda to accelerate digital transformation, promote government integration, and improve service quality for both citizens and residents.
Minister Omar Al-Omar, who also serves as Acting Minister of Information and Culture, emphasized that the collaboration underscores the government’s dedication to advancing digital infrastructure and delivering more efficient public services. He described the partnership as a successful example of public-private sector cooperation, leveraging national expertise and technical capacity to forward Kuwait’s vision of a more integrated and efficient digital government framework.
Since its launch, the Sahel application has seen continuous development with the addition of new digital services and enhancements to user experience. The upcoming phase is expected to introduce more integrated digital services designed to streamline government procedures and elevate the quality of life for users, according to Al-Omar. He noted that expanding the scope of services offered through the platform marks a significant step in realizing the ministry’s digital transformation goals.
From the private sector, E-Portal Holding Company Chairman Mu’taz Al-Dharab highlighted the company's commitment to support Kuwait’s digital transformation efforts as part of its national responsibility. He indicated that the company will apply its technical know-how and capabilities to develop new government services within the Sahel app, adhering to international best practices. Al-Dharab emphasized that close cooperation between public and private entities is crucial to the success of digital initiatives, enhancing government service efficiency and meeting the aspirations of Kuwait’s leadership, citizens, and residents.
The signing ceremony was attended by both Al-Omar and Al-Dharab, who reaffirmed the importance of strategic partnerships between the public and private sectors. They agreed that such collaboration is vital for advancing digital government services, boosting institutional performance, and solidifying Kuwait’s position as a regional leader in digital transformation.
