Qatar’s Ministry of Commerce and Industry (MoCI) has introduced a series of advanced digital services designed to streamline business operations and strengthen the country’s investment climate. These initiatives aim to improve the efficiency of business establishment, simplify access to information, and support Qatar’s ongoing digital transformation efforts.
A key development is the launch of the E-Commerce Licence, authorized under Decision No. (25) of 2026 by Minister HE Sheikh Faisal bin Thani bin Faisal Al Thani. This license permits businesses to conduct e-commerce activities entirely online within Qatar through an approved website. Covering 194 distinct business activities, the licence comes with a QR500 issuance fee and can be applied for electronically. The measure is intended to facilitate market entry for entrepreneurs and digital business operators by reducing procedural requirements and offering greater flexibility.
In parallel, the Ministry unveiled an updated version of its official website, featuring a modernized, user-centric interface that enhances navigation and access to services. The redesign aims to provide a more efficient digital experience for business stakeholders and consumers alike, demonstrating MoCI’s commitment to leveraging technology to improve service delivery.
Another significant enhancement is the upgraded Qatar Business Map, which offers tools for market research and analysis. Investors and entrepreneurs can use the platform to investigate commercial activities, access relevant market data, and identify optimal locations for establishing projects. This resource is designed to support more informed investment decisions through accurate and geographically detailed information.
Further improvements have been made to the Ministry’s mobile application. Among new functionalities is a certificate service allowing users—including business owners, auditors, and company representatives—to instantly issue eight commonly used certificates and extracts via digital payment and receipt processes. The app also supports a comprehensive renewal service, enabling users to review, submit, and track renewal applications entirely online, thereby streamlining administrative procedures.
These digital enhancements build upon several initiatives launched by MoCI in 2026 to facilitate business engagement and enhance transparency. Measures include the rollout of a company regulatory report providing key compliance indicators, the establishment of a Business Guidance and Establishment Office, integration of banking services within the Single Window Platform, and updates to the Commercial Activities System aligned with the Unified GCC Guide for Economic Activities. Additionally, MoCI partnered with Microsoft to launch an AI Agents Factory focused on developing artificial intelligence solutions aimed at improving service efficiency.
Collectively, these upgrades address multiple phases of the investor journey—from opportunity assessment and business setup to procedural completion and ongoing management—aiming to reduce the time and complexity involved in commercial processes. The Ministry’s efforts support the creation of an integrated digital ecosystem that prioritizes investor needs while enhancing data and service integration within Qatar’s business sector.
These developments align with the goals of Qatar National Vision 2030 by promoting a more competitive economy, fostering entrepreneurship, and supporting private sector growth through improved digital infrastructure and service delivery.
