The Ministry of Environment and Climate Change (MoECC) in Qatar recently held a preparatory workshop to enhance national readiness for the 31st Conference of the Parties (COP31) to the UN Framework Convention on Climate Change (UNFCCC). The conference is scheduled for November 9-20 in Antalya, Turkey.
The workshop focused on strengthening participants’ technical expertise and negotiation skills to better position Qatar in the upcoming international climate talks. Key agenda items explored during the sessions included greenhouse gas emission mitigation strategies, the concept of a just transition, the global goal on adaptation, and climate finance mechanisms.
Participants also engaged in discussions on the UAE Dialogue, a platform designed to monitor the implementation of outcomes from the Global Stocktake under the Paris Agreement, which assesses collective progress towards climate targets. The sessions reviewed the results and key takeaways from COP30, as well as from the 64th sessions of the UNFCCC subsidiary bodies held in June, analyzing developments in negotiation tracks, national positions, points of consensus and disagreement, and potential strategies to facilitate agreement at COP31.
Another significant focus of the workshop was on international cooperation under Article 6 of the Paris Agreement. This included examining mechanisms for state-to-state cooperation in reducing emissions, the international carbon credit trading system, and non-market-based approaches. Discussions further addressed energy sector transitions, efforts to reduce dependence on fossil fuels, and the interplay between climate policies and international trade considerations.
The program incorporated practical training elements to help participants develop national negotiation positions, draft official interventions and text proposals, interpret complex documentation, and navigate competing interests among states. Emphasis was placed on diplomatic techniques to bridge differences and achieve consensus.
Organized to build specialized capacity within Qatar, the workshop aims to support the country’s effective engagement in global climate forums while protecting its national interests and strategic priorities. This initiative reflects Qatar’s ongoing efforts to contribute constructively to international climate negotiations ahead of COP31.
