The Ministry of Justice (MoJ) and Hamad Bin Khalifa University (HBKU) have entered into a cooperation agreement aimed at enhancing legal research, professional training, and capacity building in Qatar. The partnership seeks to support the advancement of the country’s legal system and contribute to the objectives outlined in Qatar National Vision 2030.
The agreement was formally signed by Khamis Mohammed al-Kuwari, Assistant Undersecretary for Shared Services at the MoJ, and Eng Hamad Mohammed al-Kuwari, Vice-President for Administration and Finance at HBKU. The signing ceremony took place in the presence of HE Ibrahim bin Ali al-Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, and HBKU President Dr Ahmad M Hasnah.
Under the terms of the agreement, the two institutions will collaborate on specialised training programs, applied legal research, and joint academic and professional events. The partnership will also encompass cooperation in key areas such as public policy development, institutional innovation, legal technology, translation, and artificial intelligence.
HE Minister Ibrahim bin Ali al-Mohannadi highlighted the significance of the agreement as a reflection of the strong collaboration between the government and academic institutions in Qatar. He emphasized that investing in national legal talent and focused legal research is essential to reinforcing the rule of law, ensuring justice, and promoting good governance across the country. The minister further stressed the importance of academic partnerships in preparing qualified Qatari professionals who can adapt to ongoing legislative and technological changes.
HBKU President Dr Ahmad M Hasnah described the cooperation as an exemplary model of collaboration between the academic and government sectors. He noted that the partnership will foster joint initiatives in education, training, and research designed to boost the capabilities and preparedness of Qatar’s legal sector for future challenges.
This agreement aligns with the Ministry of Justice’s strategic plan for 2025-2030, which prioritizes human capital development, strengthening the legal and legislative environment, and supporting the nation’s sustainable development goals. The collaboration underscores a commitment to integrating academic expertise with government initiatives to cultivate a robust legal framework and skilled workforce in Qatar.
