Qatar’s Ministry of Justice has launched a new website for the Official Gazette and an upgraded version of the Qatar Legal Portal, Al Meezan, as part of the country’s ongoing digital transformation efforts. The platforms were inaugurated on Sunday by HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, marking a significant step towards creating an integrated digital legal knowledge system aimed at enhancing transparency and accessibility.
The initiative aligns with Qatar National Vision 2030 and the Third National Development Strategy for 2024–2030, reflecting the government’s commitment to modernizing public services and improving the country’s investment climate. The upgraded platforms provide users—including individuals, legal professionals, researchers, businesses, and investors—with streamlined access to legislation, judicial rulings, legal opinions, and international agreements.
The new Official Gazette website serves as an authoritative source of Qatari legislation, offering rapid access to authenticated legal texts and their amendments. The electronic publication of legal materials follows stringent authentication procedures in accordance with Law No. 12 of 2016 and Minister of Justice Decision No. 129 of 2026, incorporating QDI hash-key technology to verify the authenticity of online content and prevent unauthorized alterations.
Al Meezan, enhanced with artificial intelligence (AI) tools, offers advanced search functions that enable users to locate legal provisions even without precise titles, numbers, or wording. AI assistance can interpret layman’s queries, identify relevant legal references, and summarize lengthy texts while linking to original documents for verification. The portal currently includes over 9,659 legislative instruments, 3,758 judicial rulings, and 709 agreements.
Beyond digital publishing, the Ministry envisions these platforms as part of a comprehensive legal ecosystem that connects legislation with judicial interpretations and practical applications, facilitating greater legal understanding. The portals also provide mechanisms for public participation by allowing users to comment on draft legislation and existing laws, fostering closer engagement between government bodies and the community.
HE Saeed bin Abdullah Al Suwaidi, Undersecretary of the Ministry of Justice, highlighted the significance of the launch as a strategic move to strengthen Qatar’s legal framework, improve service efficiency, and enhance the business environment. He noted that the initiative supports legal certainty and transparency, which are expected to boost investor confidence and attract high-quality investments.
The development of the digital platforms involved collaboration among various government entities including the Ministry of Communications and Information Technology, the Supreme Judiciary Council, the National Planning Council, the Civil Service and Government Development Bureau, and the General Secretariat of the Council of Ministers.
The Official Gazette and Al Meezan portals are accessible through www.officialgazette.gov.qa and www.almeezan.qa, offering the public improved and transparent access to Qatar’s evolving legal framework as part of the country’s wider efforts to build a digitally connected government.
