Qatar’s Ministry of Labour (MoL) has launched the first phase of the ‘Moawen’ Platform for Domestic Worker Recruitment, a new digital system designed to enhance transparency, efficiency, and oversight in the recruitment of domestic workers. Developed in collaboration with Google, the platform integrates key stakeholders—including employers, recruitment agencies, and domestic workers—within a single digital environment to manage the hiring process from initial application to employment commencement.
The launch occurred on Wednesday and reflects Qatar’s broader digital government transformation efforts aligned with the Qatar National Vision 2030, as well as the goals outlined in the Third National Development Strategy and the National Workforce Development Strategy 2024–2030. Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry of Labour, described the platform as a major step forward in regulating domestic worker recruitment, emphasizing its role in establishing a fair and transparent labor market.
Moawen is intended to streamline recruitment procedures by providing employers with multiple options, such as hiring workers they already know, requesting offers from selected recruitment agencies, or browsing available offers from approved agencies. It incorporates a smart rating system, which uses employer feedback to assess agency performance, aiming to raise service standards and encourage ongoing improvement within the sector.
The platform enables real-time access to data and procedural updates for the Ministry, allowing more effective monitoring and governance of recruitment agencies’ compliance with regulations. It also facilitates electronic salary transfers to increase transparency and expedite payment processes. By establishing clear contractual obligations and offering accessible channels for inquiries and complaints, the system seeks to balance the rights and responsibilities of all parties involved.
Looking ahead, future updates to Moawen are planned to expand functionality for domestic workers, allowing them to access contract details and terms of employment, alongside a knowledge base of frequently asked questions and an AI-powered chatbot designed to help workers better understand their rights and obligations.
Moawen is designated as the Ministry of Labour’s official and sole approved platform for conducting all domestic worker recruitment services electronically. The Ministry has underscored its commitment to using advanced digital infrastructure to secure a sustainable and dignified working environment, strengthen public confidence in the recruitment process, and reinforce Qatar’s position as a leader in human resources management and worker protection in accordance with national and international best practices.
