An official delegation from the Republic of Moldova visited the Ministry of Justice (MoJ) headquarters in Qatar on October 21, 2026, to study the country’s legal and judicial system. The visit aimed to explore Qatar’s mechanisms for delivering legal services, including real estate registration and notarisation processes.
During the visit, the Moldovan delegation attended a detailed presentation on the ministry's service framework and the accessibility of its offerings. Emphasis was placed on digital transformation efforts that have enhanced service delivery, notably through online platforms that facilitate remote access. The delegation was also introduced to the range of services available at the ministry’s various offices and its branches located in government service complexes, where officials outlined the procedures involved in completing different legal transactions.
A significant part of the briefing focused on the recent advancements in the Sak program, Qatar’s integrated electronic system for managing legal services. Representatives highlighted the full discontinuation of manual processes, confirming that all real estate registration and notarisation services have transitioned to a fully digital framework. This move reflects Qatar’s broader commitment to digitising its governmental services to increase efficiency and accessibility.
At the conclusion of their visit, members of the Moldovan delegation commended Qatar’s judicial system for its progressive development and sophisticated use of technology in service provision. They described Qatar’s model as advanced and expressed interest in enhancing bilateral cooperation in the judiciary and legal fields. The delegation also conveyed a desire to benefit from Qatar’s expertise to support the modernization and development of Moldova’s own judicial services.
The visit underscores ongoing efforts to foster international cooperation in legal and judicial matters, with both Qatar and Moldova aiming to exchange knowledge and experience in judicial reform and digital innovation.
