China’s electric vehicle (EV) charging infrastructure has seen rapid expansion, with the total number of charging points reaching 23.68 million by the end of July 2026, representing a 41.9 percent increase from the previous year, according to the National Energy Administration. This growth reflects the country’s ongoing efforts to support a rapidly growing electric vehicle market.

Of the total charging points, public facilities accounted for 5.099 million, an increase of 21.3 percent year-on-year. Private charging units, primarily for residential and workplace use, rose sharply to 18.58 million, a 48.8 percent increase from July 2025. This data, drawn from the national charging infrastructure monitoring and service platform, highlights the dual expansion of publicly accessible and private charging options.

Electric vehicle sales have surged alongside infrastructure development. In July 2026, new energy vehicles (NEVs)—which include battery electric and plug-in hybrid vehicles—represented more than 60 percent of all new car sales in China for the first time, signaling a significant shift in consumer preferences. According to the China Association of Automobile Manufacturers, NEV output and sales for July reached over 1.57 million and 1.56 million units, respectively, marking year-on-year rises of 26.8 percent in production and 23.7 percent in sales.

To accommodate escalating demand for EV charging, the Chinese government unveiled a three-year action plan in October aimed at significantly enhancing the country’s charging network. The plan targets the establishment of a nationwide system comprising 28 million charging points, with public charging capacity exceeding 300 million kilowatts by the end of 2027.

China’s broader environmental and industrial goals also underpin these developments. The country intends to increase the proportion of NEVs in its total vehicle fleet to 30 percent by 2030, in line with commitments outlined in its 15th Five-Year Plan (2026-2030) aimed at achieving carbon peaking. The expansion of EV infrastructure is viewed as a critical component in supporting this transition toward cleaner transportation and reducing carbon emissions nationwide.
