From October 1, more lower-income residents in Singapore will become eligible for legal aid as the Ministry of Law (MinLaw) raises the income and asset thresholds for assistance. The move aims to improve access to justice by expanding the pool of individuals qualifying for government-supported legal services.
The per capita household income (PCHI) ceiling for civil legal aid will increase from S$1,050 to S$1,650, aligning it with the existing threshold for criminal defence aid. According to MinLaw, this adjustment is expected to enable up to 1,000 additional Singapore citizens and permanent residents to receive aid annually.
In tandem with the income threshold, the ministry is also increasing the asset limits. For applicants under 60 years old, the combined bank savings and non-CPF investments limit will rise from S$10,000 to S$12,000. For those aged 60 and above, the threshold will be elevated from S$40,000 to S$42,000. These changes reflect efforts to account for income growth and ensure that aid is directed toward those most in need.
The primary categories of civil legal aid cases typically involve matrimonial issues, monetary claims, and probate matters. Singaporeans and permanent residents seeking assistance must satisfy both means and merits tests to qualify. The means test thresholds were previously adjusted in 2022 and 2024 in line with rising household incomes, and MinLaw has committed to ongoing reviews.
Senior Parliamentary Secretary for Law Eric Chua noted that raising the asset thresholds responds to increases in household wealth, helping to maintain eligibility for genuinely needy individuals. MinLaw emphasized that applicants with special circumstances will continue to be assessed by an independent panel comprising legal and social service professionals.
Legal aid is provided through the Legal Aid Bureau (LAB) and the Public Defender’s Office (PDO). The LAB offers civil legal aid with support from volunteer lawyers, while the PDO partners with Pro Bono SG to administer criminal defence aid via the Criminal Legal Aid Scheme.
