The Muscat Municipal Council convened on Monday under the leadership of HH Sayyid Bilarab bin Haitham al Said, Minister of State and Governor of Muscat, to review key strategic plans and regulatory frameworks impacting the governorate. Central to the meeting was the Ministry of Social Development’s annual plan for 2026, which aims to advance Oman’s social development system in alignment with the objectives set forth in Oman Vision 2040.

Dr Laila bint Ahmed al Najjar, Minister of Social Development, presented the plan’s priorities and strategic directions, emphasizing a developmental approach focused on individuals, families, and communities. The plan seeks to enhance the social work system by elevating service quality across various societal segments, guided by principles of welfare, empowerment, and sustainability.

A significant aspect of the plan involves strengthening institutional integration and broadening partnerships across multiple sectors. These efforts are intended to better align social programs and initiatives with national priorities and development strategies. The plan also focuses on improving the efficiency of social services and reinforcing values such as social justice, community solidarity, family stability, and social cohesion.

In addition to the social development agenda, the Council reviewed a presentation by Muscat Municipality on regulatory matters related to urban management. This included the regulatory framework governing lease contracts and licenses for commercial activities operating within residential buildings. The framework aims to optimize the management of urban environments by balancing the preservation of the residential character of neighborhoods with the rights and interests of commercial activity owners. The initiative seeks to enhance regulatory efficiency while safeguarding public interests.

The discussions reflected ongoing efforts to integrate social development goals with urban regulatory measures, ensuring sustainable growth and improved quality of life within Muscat Governorate.
