A delegation from Myanmar, headed by Deputy Minister for Finance and Revenue Daw Than Than Lin, participated in the third Deputy Ministerial Consultation on the establishment of the Shanghai Cooperation Organization Development Bank (SCOB). The meeting took place on May 28 in Bishkek, Kyrgyzstan, and was co-chaired by Deputy Finance Ministers Min Liao of China and Nurbek Akzholov of Kyrgyzstan.
During the consultation, representatives reviewed the draft Memorandum of Understanding (MoU) outlining the framework for the SCO Development Bank. Key topics addressed included the institution's policy objectives, capital contributions from member states, membership criteria, voting rights, and the operational and administrative structure of the proposed bank. The consultation also covered plans for ongoing development and coordination among participating countries.
In addition to discussing governance and structural considerations, attendees evaluated and endorsed a progress report on the bank's establishment and negotiation process. This review was conducted in preparation for the Shanghai Cooperation Organization (SCO) Finance Ministers and Central Bank Governors’ Meeting held the following day, on May 29.
Following the conclusion of the meetings, the Myanmar delegation departed Bishkek on the morning of May 29 and arrived back in Yangon on May 30. The establishment of the SCO Development Bank is part of broader efforts by member states to enhance economic cooperation and financial integration within the framework of the Shanghai Cooperation Organization.
