Sealed proposals for this project are due by 10:30 a.m. on June 30, 2026, at the office of the Clerk of the Nassau County Legislature in Mineola. Proposals will be publicly opened and read aloud at that time. The contract is anticipated to commence with a Notice to Proceed issued in the first quarter of 2027.
Bidders must adhere to several county laws, including Local Law No. 14-2002, which mandates the submission of a Minority and Women Business Enterprise (MWBE) Utilization Plan, and Local Law No. 2-2016 pertaining to the participation of service-disabled veterans. Additionally, contractors must participate in state-registered apprenticeship training programs relevant to the trades involved in the work, such as laborers, electricians, or operating engineers. Failure to meet these requirements may render a bid non-responsive.
Contract documents are available for examination and purchase at the Department of Public Works Permit Office in Westbury, New York, from May 29 through June 26, 2026. A non-refundable fee of $300 applies to each set of bid documents, with an additional $30 for mailed copies. The county requires vendors to be registered in its procurement system to access documents and submit bids.
Separately, the Department of Public Works also solicits proposals for Traffic Management Center Personnel (Phase 5 - PIN 0761.71) to staff the county’s Traffic Management Center located in Westbury. In contrast to the traffic signal maintenance contract, the deadline for submitting proposals for this personal services project is June 24, 2026, at 3:00 p.m. Firms responding to this Request for Proposals (RFP) must carefully review the draft agreement and disclose any exceptions within their submissions. The selected firm will be required to provide proof of general and professional liability insurance with minimum coverage levels set at $1 million and $2 million per occurrence, respectively.
Like the traffic signal project, this solicitation emphasizes compliance with Nassau County Local Laws No. 14-2002 and 2-2016, requiring MWBE Utilization Plans and affirmative action in hiring practices. The project includes established good faith effort goals for minority and female participation. Prospective proposers must be registered with the county’s vendor portal to participate.
