A recent report by the House Oversight Committee has criticized the U.S. Navy for its inadequate response to concerns about brain injuries among naval aviators, revealing that the service has not conducted formal studies or established sufficient monitoring to assess potential long-term damage caused by the physical stresses of flying fighter jets. The report, released on Tuesday, called on Congress to require the military to implement a dedicated program to study and address the brain health of all aviators.

Pilots regularly endure extreme forces during carrier catapult launches and high G-force maneuvers, which some experts and affected servicemembers believe may cause cumulative brain injuries leading to mental health problems. The Navy has extensively researched immediate effects of flight but has not examined the long-term impacts of repetitive high-force exposure. This gap exists despite a 2024 investigation revealing that three pilots exhibiting symptoms consistent with brain injury died by suicide within an 18-month period, alongside numerous current and former aviators facing similar challenges.

Representative James Comer, who chairs the House Oversight Committee, initiated inquiries into the Navy’s handling of the issue after these findings came to light. The committee’s report stated that Navy leadership had largely failed to respond, relying instead on systems designed to address visible injuries while neglecting the possibility of gradual brain damage. According to internal documents, a civilian neurologist who identified a pattern of brain injury among pilots stopped receiving patients from the Navy in 2020, following concerns raised by Navy doctors.

An informal 2024 survey conducted by a Navy doctor and former aviator highlighted widespread mental health issues among Navy pilots, with many cases going untreated due to fears of being grounded. The report noted Navy leaders often attributed the crisis to pilots’ reluctance to seek help rather than considering that flight conditions themselves might be a contributing factor. Meanwhile, the Navy’s TOPGUN school established a covert brain health initiative known as Project Odin’s Eye to monitor its elite pilots. However, this program operated independently and without informing senior Navy officials or other fighter units. The Navy only became aware of Project Odin’s Eye after media reports in late 2024.

Despite possessing substantial resources and existing aviation research infrastructure capable of studying brain health at relatively low cost, the Navy did not undertake a comprehensive investigation. Experts cited by the report argued that absence of evidence of brain injuries justified lack of study, a reasoning the committee described as circular and insufficient. The committee emphasized that the Navy’s failure to allocate resources toward understanding and preventing potential long-term brain damage represents a missed opportunity to protect valuable human capital.

The report urges Congress to mandate a broad brain health program analogous to Project Odin’s Eye for all aviators, along with requirements to track flight-related stress indicators such as catapult launches and high G-force maneuvers in medical records. It also calls for comprehensive research into the cumulative effects of these exposures, including tracking pilots' health post-service. The findings highlight ongoing concerns about the wellbeing of naval aviators and the need for improved institutional support and study of flight-related brain health risks.
