Britain’s transition to a net zero electricity system is increasing the complexity of managing the national grid, raising concerns about potential blackouts and higher consumer costs, according to a recently leaked report and expert analyses. The National Energy System Operator (Neso), responsible for balancing supply and demand on the electricity system in real time, has found its ability to accurately forecast power requirements increasingly challenged by the rapid growth of renewable energy sources and changes in consumption patterns.

An internal report by the consultancy Cornwall Insight, commissioned by Neso and completed in April 2026, warns that the growth of wind farms, solar panels, batteries, and interconnectors with continental Europe has reduced the system operator’s visibility of where electricity is coming from and going to. Unlike traditional fossil fuel power stations that could be directly controlled and monitored, many newer renewable assets and small-scale generators do not engage directly with Neso or provide telemetry data, forcing operators to rely on estimates and assumptions.

This lack of precise data worsens the challenge of matching supply and demand on a minute-by-minute basis. The report highlights that forecasting errors led to costly last-minute power purchases through the grid’s balancing mechanism, a process that increases consumer bills. More critically, these inaccuracies raise the risk that Neso might fail to maintain the grid’s frequency at the required 50Hz level, a key measure of system stability, potentially leading to blackouts.

The concerns were underscored during a heatwave on June 23, when the grid frequency fell outside its normal range for 48 minutes, prompting Neso to take emergency measures including halting planned power exports to the Continent. Internal documents indicate that system constraints were breached, and security was compromised during this event. Whistleblowers within Neso have described the grid as increasingly “unmanageable” and warned that the country was one fault away from a total blackout. Independent market experts have echoed these warnings, suggesting that a failure of a major power resource during the incident could have triggered cascading outages.

Neso officials have acknowledged that the report presents a “forward-looking” assessment and said they are implementing recommendations, including establishing a dedicated team to improve power requirement forecasting. The regulator Ofgem has launched an investigation into the June 23 incident.

While the government and Neso stress confidence in the system’s overall reliability, shadow energy secretary Claire Coutinho has expressed serious concern about the risks posed by the rapid expansion of renewables. She has urged the new energy secretary, Miatta Fahnbulleh, to address the challenges in managing the increasingly complex power grid.

Experts emphasize that the traditional model of a relatively small number of large power plants is being replaced by a dispersed landscape of intermittent and weather-dependent generation, alongside more dynamic demand influenced by technologies like smart meters and electric vehicles. These developments make balancing the grid more difficult and increase the importance of accurate, real-time data and advanced forecasting tools.

The Cornwall Insight report and subsequent operational challenges highlight a critical juncture in Britain’s green energy transformation. Without significant improvements to grid monitoring and management, the risk of costly inefficiencies and potentially disruptive supply failures could rise as the country moves towards its net zero targets in the coming decade.
