New York City officials have announced a new initiative aimed at addressing the extreme heat faced by subway riders during summer months, particularly at the Brooklyn Bridge–City Hall and Chambers Street station complex in Lower Manhattan. The proposal involves a thermal energy network designed to cool subway stations while simultaneously providing heating for nearby municipal buildings during colder months.

On Monday, Mayor Zohran Mamdani and state transit leaders unveiled plans to conduct an $800,000 feasibility study to explore the potential of installing an underground air-exchange system. The study will be funded by the New York State Energy Research and Development Authority, with design work potentially beginning early next year if results prove favorable.

The Chambers Street station, serving more than 18,000 riders on an average weekday, is known for its oppressive summer temperatures, with platforms often exceeding 100 degrees. Mamdani described the station as a “chamber of horrors,” underscoring the urgency of upgrading aging infrastructure in a system more than a century old.

The proposed system would involve drilling wells more than 500 feet deep beneath an unused platform to capture and transfer excess heat through a network of pipes to government buildings such as City Hall and the Surrogate’s Courthouse. This concept draws on existing geothermal heat-capture technologies already in use at locations including St. Patrick’s Cathedral and several residential buildings in New York, as well as similar systems implemented in European cities.

Janno Lieber, chief executive of the Metropolitan Transportation Authority (MTA), which operates the subway, highlighted the project’s potential as a pilot that could be extended to New York’s 472-station network. He acknowledged the challenges with traditional air conditioning due to the subway’s open ventilation system that allows hot air to circulate, complicating cooling efforts. While the precise temperature reduction achievable by the thermal system remains uncertain, Lieber emphasized that even modest improvements could significantly enhance passenger comfort.

Mark Levine, the city comptroller, pointed to another potential benefit of the network: lowered heating costs for city-owned properties, including the David N. Dinkins Manhattan Municipal Building, which spends approximately $1.5 million annually on heating.

The announcement follows a recent declaration by Governor Kathy Hochul regarding a broader renovation project for the Chambers Street station. The refurbishment, which lacks a set timeline but is expected to cost tens of millions of dollars, aims to improve safety, lighting, and infrastructure integrity, including restoration of historical design elements. Funding for this work is anticipated to come partly from revenues generated by Manhattan’s congestion pricing program.

Together, these initiatives represent a concerted effort by city and state agencies to improve the functionality and rider experience of one of the nation’s oldest and most extensive transit systems amid rising concerns over climate and aging infrastructure.
