Prime Minister Keir Starmer hosted Ukrainian President Volodymyr Zelensky alongside French and German leaders at Downing Street to discuss a proposed peace plan aimed at ending the conflict between Russia and Ukraine. During the meeting, Starmer reiterated the United Kingdom's commitment to supporting Kyiv and emphasized the necessity of "hard-edged security guarantees" to prevent Russia from reigniting hostilities. He also indicated that Britain is prepared to contribute troops to any future peacekeeping missions.

Despite these statements, concerns have emerged regarding the UK's defence capabilities. General Sir Gwyn Jenkins, head of the Royal Navy, publicly criticized what he described as insufficient defence funding, urging the government to increase military investment in response to growing threats and adversaries' expanded military capabilities. Jenkins’ remarks highlight tensions between the government’s stated intentions and its current budgetary allocations.

Although Starmer has pledged to raise defence spending to 2.5 percent of gross domestic product by 2027 and aims to reach NATO’s recommended 5 percent defense spending target within ten years, the recent government budget did not include additional funds for defence. Instead, the budget allocated an extra £16 billion toward welfare programs, which has drawn criticism from defence officials and commentators questioning the government’s prioritization amid security challenges.

These budgetary decisions raise questions about the UK's capacity to offer the security guarantees envisioned by Starmer. Former President Donald Trump has expressed skepticism about the United States continuing to bear the primary burden of NATO-related security commitments, particularly given longstanding concerns over European member states’ defence spending. With the UK’s armed forces reportedly operating at reduced capacity due to funding constraints, doubts remain about whether Britain can sustain significant military support in any potential peacekeeping or security arrangements related to the Ukraine conflict.
