The National Planning Council (NPC) of Qatar took part in the 9th annual One Planet Sovereign Wealth Funds (OPSWF) CEO Summit held in Doha on October 20 and 21. Hosted by the Qatar Investment Authority (QIA), the meeting brought together 51 sovereign wealth funds managing assets totaling more than USD 48 trillion under the theme “Capital Across Generations.”

In his address, HE Dr. Abdulaziz bin Nasser bin Mubarak al-Khalifa, President of the Civil Service and Government Development Bureau and Secretary-General of the NPC, emphasized that Qatar’s National Vision 2030, its National Development Strategies, and the country’s investment approach are interconnected efforts aimed at ensuring sustainable progress over the long term. He described the Third National Development Strategy (NDS3) for 2024-2030 as the concluding phase in the sequence of plans designed to realize the vision.

Dr. al-Khalifa highlighted that NDS3 was formulated with a forward-looking perspective extending beyond 2030, aiming for annual productivity growth of 2% and attracting cumulative net foreign investments worth USD 100 billion. He noted that the strategy leverages Qatar’s role as a leading global supplier of energy and a top producer of liquefied natural gas (LNG), while seeking to broaden the economy by developing new sectors to foster diversification.

Addressing the ongoing regional crisis, Dr. al-Khalifa pointed out that Qatar’s robust national institutions, social cohesion, and trusted partnerships had helped the country absorb shocks and reduce their impact. He stated that essential services remained stable, the non-hydrocarbon economy continued expanding, sovereign credit ratings stayed high, and foreign direct investment stocks grew. He characterized these strengths as inherent features of Qatar’s economic framework that were revealed, rather than created, by the crisis, framing the country’s response as an acceleration rather than a deviation from its national plans.

Dr. al-Khalifa also outlined the NPC’s role in overseeing the implementation of NDS3. This includes providing reliable, internationally comparable data through the National Statistics Center and employing strategic foresight to evaluate current decisions against various potential future scenarios.

Concluding his remarks, Dr. al-Khalifa stressed that managing present assets is only part of the responsibility; ensuring that future generations inherit enhanced opportunities, increased resilience, and a stronger foundation for growth remains a primary goal of Qatar’s long-term development strategy.
