The UK energy regulator, Ofgem, has proposed introducing significant fees for data centre developers seeking electricity grid connections amid concerns that speculative projects are congesting the system and causing delays for other essential developments. The move aims to ensure that grid capacity is allocated to projects likely to proceed, rather than those holding connections without progress.
Under the proposal, developers would pay a Data Centre Commitment Fee ranging from approximately £237,500 to £712,500 per megawatt, representing roughly 2.5% to 7.5% of typical data centre construction costs. This fee would function as a refundable deposit, returned once a project becomes operational, but forfeited if the development stalls or exits the queue early. Additionally, developers would need to meet "hard milestones" ahead of their connection dates to retain their position.
Michael Shanks, the energy minister, described the initiative as a necessary reform to "help ensure that viable, connection-ready projects can get going and not be held up by speculative applications." Ofgem echoed these concerns, noting that consumers should not bear the risks created by projects that hold connections without moving forward, which can delay other developments and create uncertainty for future grid investment.
The surge in data centre connection requests has contributed to a substantial backlog in the UK's electricity grid. Currently, there are 315 data centre projects queued for connection, cumulatively seeking 73 gigawatts of capacity—far exceeding the nation's peak electricity demand of around 45 gigawatts recorded in the past year. This trend reflects the rapid global expansion of data centres, driven by increasing computational demands linked to artificial intelligence and cloud services. Major technology companies like Amazon, Microsoft, Google, and Meta have indicated plans to invest hundreds of billions of pounds globally in AI infrastructure this year.
While data centres are critical for AI and other digital services, their growth has sparked local opposition in some regions, with concerns raised about noise, light pollution, and disruptive construction. Protests and petitions have emerged against large proposed facilities, reflecting community apprehension. In Scotland, for example, a recent 500-megawatt scheme faced demonstrations, and in East Anglia, thousands signed petitions opposing development plans.
The energy system's challenge is compounded by the need to balance data centre demand with other vital grid users, such as hospitals, schools, housing developments, and renewable energy projects. The National Energy System Operator has taken steps to clear inactive or "zombie" projects in the queue to prioritize schemes likely to succeed, but the data centre pipeline remains a contentious issue.
Government forecasts for data centre capacity by 2030 vary, with conservative estimates around 3.7 gigawatts and more ambitious targets approaching 6.7 gigawatts, aligning with the UK’s broader AI growth ambitions. Yet, there is no firm consensus on the exact scale of future data centre needs, complicating planning and grid investment decisions.
The regulator's consultation on these proposals is open until September 16, aiming to gather input from industry stakeholders and the public before finalizing measures. While some industry figures warn that added costs and delays could push investment abroad, the government stresses the importance of a modern, efficient grid connection process that supports sustainable growth and meets national energy goals.
