The Royal Academy of Administration in Oman has introduced the "Hamour" program, designed to enhance local leadership capabilities across the country's governorates. The initiative aims to equip administrative and executive leaders with the skills necessary to guide local development, improve government operations, and achieve strategic growth aligned with Oman Vision 2040.
Participants in the program include leaders from 25 districts who will engage in a range of learning activities, such as training units, interactive workshops, field visits, and sessions focused on leadership skill development. The program prioritizes the cultivation of national capacities to support economic growth, sustainable development, and improved public service delivery.
The Hamour program also emphasizes the creation of effective, high-performing teams by enhancing competencies in strategic decision-making, innovation, resource management, and investment promotion. These efforts are expected to contribute to more efficient governance and stronger administrative performance at the local level.
Officials involved in the initiative have described the program as a critical component of the broader national strategy to reinforce local administration. By fostering leadership engagement and capacity-building, the program seeks to promote sustainable progress and competitiveness among Oman’s governorates.
