The President’s Office has issued a series of ordinances and martial law orders affecting several townships in Myanmar as of October 25, 2026. Ordinance 7/2026 extends the validity of a previously enacted ordinance for an additional 90 days, applying to most remaining townships except for Ngazun Township in Mandalay Region, as well as Kyaukme and Hsipaw townships in Shan State.
Concurrently, Ordinance 8/2026 reiterates the imposition of martial law in the affected areas and delegates executive and judicial authority to the Commander-in-Chief of Defence Services. This ordinance is also scheduled to remain in effect for 90 days starting from the date of issuance.
Additionally, Martial Law Order 5/2026 confirms the continuation of Martial Law Order 4/2026, initially declared by the Commander-in-Chief of Defence Services on July 21, 2026 (7th Waxing of the Second Waso 1388 ME). This order remains operative except for the exceptions noted in Ngazun Township of Mandalay Region and the two Shan State townships, Kyaukme and Hsipaw.
These legal measures signal ongoing military control over specific administrative regions within Myanmar, with the Commander-in-Chief maintaining broad authority over both executive and judicial functions in the designated townships. The exclusions of Ngazun, Kyaukme, and Hsipaw may reflect differing local administrative arrangements or security considerations. The overall context and implications of these orders align with previous measures taken by Myanmar’s military leadership over the course of 2026.
