Oman’s Ministry of Heritage and Tourism has entered into an agreement with Oman Tourism Development Company (OMRAN Group) to develop the Port Sultan Qaboos Waterfront into an integrated tourism complex. The project aims to combine hospitality, leisure, cultural attractions, and contemporary lifestyle offerings within a sustainable urban environment that honors the area’s historic and heritage significance.
The agreement was formalized by Azzan bin Qassim al Busaidi, Under-Secretary for Tourism, representing the ministry, and Eng Ayad bin Ali al Balushi, Chief Executive Officer of OMRAN Group. The development site is located in the heart of Wilayat of Muttrah and spans approximately one million square meters, with over 400,000 square meters designated for development.
The redevelopment plan seeks to revitalize the Port Sultan Qaboos Waterfront by integrating the region’s historical and cultural features with modern tourism and hospitality amenities. The project is intended to enhance the experience for both visitors and residents while fostering investment opportunities and strategic partnerships to boost the destination’s overall competitiveness.
The master plan envisions the project being completed in three phases and is organized into four primary districts. These include Port Souq, which will offer retail spaces and a variety of shopping and leisure activities; Port Gateway, planned to feature a hotel complemented by retail outlets and public areas; Al Shatifi, designed to incorporate residential units, hotel accommodations, a waterfront promenade, open spaces, as well as restaurants and cafés; and Al Shatifi Hills, which will host a mountain resort.
This initiative is part of wider efforts to strengthen Muttrah’s status as a key waterfront, cultural, and tourism hub by capitalizing on its rich heritage and strategic coastal location. Additionally, the development emphasizes sustainability and aims to preserve the architectural and cultural identity of Muttrah, reinforcing its appeal as a distinctive destination in Oman.
