Lawmakers in the United Kingdom are calling for restrictions on the sale of over-the-counter flea and tick treatments for pets, citing concerns over environmental impact and potential health risks. The House of Lords environment and climate change committee recently published a report urging the government to ban unrestricted sales of topical "spot-on" insecticides commonly used on cats and dogs.

These treatments often contain chemicals such as imidacloprid and fipronil, which are highly toxic to aquatic life, pollinators, and other non-target species. Although these substances have been banned for use in pesticides within the UK and European Union, they remain widely used in pet products. Recent research has revealed that these insecticides enter natural environments through wastewater and runoff, with samples from Welsh rivers showing contamination in nearly half of tested sites.

Experts highlighted the potency of these chemicals and their potential to harm ecosystems. Guy Woodward, a professor of ecology, noted that as little as two sugar cubes’ worth of imidacloprid could raise concentrations beyond safe thresholds in large volumes of water. The Environment Agency confirmed that even minute quantities could pose environmental risks.

The committee also raised questions about the potential effects on human health, emphasizing that existing evidence is insufficient to fully assess risks. Some studies have suggested that exposure to imidacloprid and fipronil may disrupt fetal development and thyroid function. Further concerns were voiced regarding the breakdown products of these chemicals, which researchers believe may be significantly more toxic. Environmental organizations have drawn attention to the formation of per- and polyfluoroalkyl substances (PFAS)—so-called "forever chemicals"—during the degradation process.

The committee’s report recommends that the sale of these flea and tick treatments through pet shops or online platforms be discontinued, allowing access only via veterinary prescription. This change would aim to ensure usage is based on individual pet needs, lifestyle, and risk factors, reducing unnecessary application and environmental contamination.

Veterinary and environmental stakeholders expressed support for more research and a risk-based approach to these products. Dr Elizabeth Mullineaux, senior vice president of the British Veterinary Association, endorsed calls for restriction and additional study. Meanwhile, the committee expressed concern about the significant involvement of the pet pharmaceuticals industry in regulatory processes, suggesting potential conflicts of interest.

In response, the Veterinary Medicines Directorate acknowledged the issue of contaminants entering waterways and has participated in consultations addressing the problem. A spokesperson for the Department for Environment, Food and Rural Affairs stated that while flea and tick treatments remain important for pet health, it is appropriate to review their accessibility to promote responsible use by pet owners. The government is currently considering options, including a ban on general sales of spot-on flea treatments.
