China has recently made significant advancements in rocket reusability technology, a development that could enhance the military capabilities of the People’s Liberation Army (PLA) by enabling rapid deployment and replacement of satellites in space. Two notable achievements in August marked progress toward reusable launch vehicles, a critical step for maintaining and expanding China’s space-based assets.
The first milestone occurred when the commercial company LandSpace successfully recovered a stainless-steel booster equipped with deployable legs after an orbital flight. This followed an earlier recovery by the state-owned China Aerospace Science and Technology Corporation (CASC), which completed a pioneering sea-based retrieval of an orbital-class booster using a net-capture system. These recoveries signify China’s growing proficiency in reusing rocket components, which experts say could dramatically reduce launch costs and increase launch frequency.
Although neither LandSpace nor CASC has yet demonstrated the reuse of recovered boosters, research and defense analysts emphasize that achieving reusability is a central obstacle in expanding space launch capabilities. Mastering this technology is expected to significantly bolster the PLA’s satellite infrastructure, which supports communications, navigation, surveillance, and intelligence functions.
Timothy Heath, director of the Virginia-based research firm Perceptum, described the military advantage of reusable rockets as the ability to rapidly replenish or augment satellite networks during conflicts. “In a conflict, the reusable rocket launch capability would allow the PLA to quickly recover from losses of space platforms or to expand space capabilities quickly,” Heath said. Such a capability would help sustain situational awareness, navigation, and communications despite adversary efforts to impair satellite systems.
Namrata Goswami, professor at Johns Hopkins University’s School of Advanced International Studies, highlighted the broader significance of this technology. She noted that reusable launch systems will likely become integral to China’s national infrastructure, supporting commercial mega-constellations as well as military satellites and logistics. Goswami emphasized the importance of this capability in the context of a potential Taiwan conflict, where the PLA increasingly depends on satellites for intelligence, surveillance, reconnaissance (ISR), communications, and positioning via the BeiDou navigation system.
China’s ability to rapidly restore or replace damaged ISR and communications satellites in real time could diminish the strategic impact of attempts to disrupt its space assets. Goswami said, “If damaged ISR or communications nodes can be replenished rapidly, disrupting the space layer may produce only temporary degradation rather than breaking the kill chain.”
The recent advances also reflect the intensifying competition between China and the United States in space technology. While experts acknowledge that China remains several years behind the U.S., which is pursuing full reusability with its Starship program, LandSpace’s achievements are seen as closing this gap. Victoria Samson, chief director of the space security and stability program at the Secure World Foundation, said that reduced launch costs could accelerate innovation in China’s space sector and help it catch up with the United States in access to space.
Analysts also highlighted the synergistic effect of reusable launch vehicles with China’s efforts to mass-produce satellites and deploy large constellations. Heath pointed to Ukraine’s use of SpaceX’s Starlink satellites in the conflict with Russia as an example of how military operations increasingly rely on rapid, reliable satellite networks. He suggested that China’s ability to quickly and inexpensively launch numerous military satellites could offer a significant battlefield advantage.
As China continues to refine reusable rocket technology, the potential military and strategic implications underscore the evolving dynamics of space as a contested domain in global security.
