A woman testified at Bristol Crown Court that a female police officer sexually assaulted her while off duty in Cardiff in 2018, describing the experience as profoundly transformative. The alleged victim, whose identity is protected for legal reasons, broke down in tears during her testimony on the second day of the trial of PC Fiona Anderson, a 33-year-old officer with Devon and Cornwall Police.

Anderson faces two counts of sexual assault, with prosecutors accusing her of performing oral sex on the woman without consent and touching her vagina. The woman testified that Anderson disregarded her refusal, despite her saying, "I don’t want to have sex with you." Prosecutor Emma Martin said Anderson became increasingly aggressive, at one point kissing and biting the complainant before allegedly removing her underwear. Martin further quoted Anderson as saying, "I know the law, I need you to say yes," during the incident. The prosecution argued that the victim was physically unresponsive, and the contact constituted sexual offending rather than consensual advances.

In a recorded police interview played for the jury, the complainant said she felt paralyzed during the incident, believing she had communicated her lack of consent but that Anderson persisted, reportedly deriving pleasure from the situation while she did not.

During cross-examination, defense counsel Jenny Tallentire questioned the alleged victim’s claim that Anderson was intoxicated. The complainant responded that she could smell alcohol on Anderson and described her as "disgustingly drunk." When asked if the incident constituted rape, the woman said oral sex was within her definition of sex, asserting, "In my parameters of what sex is, Fiona raped me." Tallentire stated that Anderson "firmly denies" removing the complainant’s underwear; this point remains contested as the victim maintained her allegation.

Anderson, who is originally from Exeter, was arrested and bailed in March 2023 and has been suspended from duty by Devon and Cornwall Police during the investigation. Her recollection of the evening was characterized in court as "a bit fuzzy." The trial is ongoing.
