Massachusetts Governor Maura Healey, who previously moved to slow natural gas pipeline projects as state attorney general, is now advocating for an accelerated expansion of natural gas infrastructure in the region.

Last week, Healey formally requested expedited federal approval for a $300 million capacity expansion of Enbridge’s Algonquin gas pipeline system, which serves southeastern Massachusetts and Rhode Island. The project, supported by a decade-long agreement with utility Eversource, is designed to enhance the delivery of natural gas to the region. Officials say the expanded pipeline capacity will reduce reliance on more expensive liquefied natural gas imports delivered via shipping terminals in Everett, Massachusetts. The governor stressed the importance of completing the project by its targeted 2028 in-service date to help lower energy costs for Eversource’s customers.

In her letter to U.S. Energy Secretary Chris Wright, Healey emphasized their shared goal of increasing the supply of domestic natural gas to New England. The move marks a notable shift from her previous position as attorney general, when she opposed similar pipeline expansions.

Healey’s office cited rising energy costs reported by residents and businesses as a primary factor driving the new stance. The administration has received mounting complaints about utility bills, prompting a reassessment of the state’s energy strategy. The timing also coincides with Healey’s campaign for reelection in the upcoming fall election, where she faces Republican challenger Mike Miu.

Eversource welcomed Healey’s support. Company spokesman William Hinkle praised the governor’s “all-of-the-above” energy approach, highlighting the importance of diverse supply sources to improve the reliability and affordability of natural gas service in the region.

The emphasis on expanding pipeline capacity reflects broader regional challenges in balancing energy demands, infrastructure constraints, and cost concerns. As Massachusetts navigates its energy future, the administration’s pivot to expedite pipeline projects signals a pragmatic response to immediate economic pressures while maintaining longer-term energy goals.
