Private schools and kindergartens in Qatar have collectively provided approximately 15,000 seats under the Ministry of Education and Higher Education’s Community Responsibility Project, according to Dr. Rania Yousry Mohamed, director of the Private Schools and Kindergartens Department and acting director of the Private Schools Licensing Department. The initiative aims to expand access to education by offering a range of financial support options to eligible students from various social groups and nationalities.
As the new academic year approaches, the Ministry is accelerating efforts to finalize student placements, with roughly 3,250 students already allocated seats across different categories. Officials expect to complete the placement process between August 25 and 30 and continue collaborating with private institutions to secure additional seats.
The Community Responsibility Project provides four primary categories of educational support. These include fully free seats available to qualified students, discounted seats with varying tuition fee reductions, dedicated free seats for students with disabilities, and seats secured through an educational voucher program for Qatari students. The financial contributions made by participating schools vary depending on the category, with some schools shouldering a significant portion of tuition costs while limiting parental payments. Specifically, 130 free seats have been allocated for students with special needs at specialized and inclusive schools.
This initiative represents a key component of the student-support pillar within the Community Responsibility Framework for Private Schools and Kindergartens. The program not only seeks to broaden educational opportunities for eligible applicants but also promotes inclusive education practices.
The Ministry emphasized that Qatari students are not limited to educational voucher seats alone. Eligible Qatari applicants may also pursue other free or discounted placements offered under the scheme, provided they meet the category requirements. Moreover, eligibility rules for voucher-supported seats have been relaxed; notably, the prior household income restriction has been removed, allowing all eligible Qatari families to apply regardless of income. The educational voucher carries a value of QR28,000 per student, with schools covering any tuition fees exceeding this amount based on approved agreements.
In August, the Ministry announced the availability of 3,793 voucher-supported seats for Qatari students across 17 private schools representing diverse curricula and educational levels. Among these institutions, four also offer evening study options, a recent development intended to address capacity limitations in morning sessions. Following consultations with parents, evening study emerged as a practical alternative for some families.
The broader Community Responsibility Project encompasses 113 private schools and kindergartens, with the total number of seats remaining flexible amid ongoing discussions. Dr. Rania noted that some schools have recently increased their seat contributions significantly, including additions of approximately 400 seats at one school and 300 at another.
Looking ahead, the Ministry plans to recognize private schools and kindergartens demonstrating exceptional commitment to community responsibility. Institutions achieving notable success across the initiative’s various components are expected to receive awards and incentives designed to encourage sustained participation and further expansion of the program.
