KUWAIT CITY — The Public Authority for Manpower (PAM) conducted 617 inspections across all governorates from June 1 to August 31, 2026, to enforce Ministerial Resolution No. 3/2026, which prohibits outdoor work during midday hours, according to recently released statistics.

The inspections aimed to ensure compliance with the ban designed to protect workers from heat-related risks during the hottest part of the day. During the initial round of visits, 155 companies were found to be violating the regulation. In total, 415 workers were present at sites where infractions occurred.

Following these findings, PAM carried out reinspection visits to verify compliance. Reports indicate that all 155 companies initially cited for violations were found to be adhering to the ban during follow-up inspections, with no new breaches recorded.

The authority also received 37 reports related to the enforcement of the outdoor work ban and processed six exemption requests, all of which were approved in accordance with the resolution.

The measure reflects ongoing efforts by authorities to safeguard labor health and safety amid Kuwait’s intense summer temperatures, balancing regulatory enforcement with accommodating legitimate exemption cases.
