Washington Gas Light Company (WGL) has filed an application with the Virginia State Corporation Commission seeking approval for its 2027 Steps to Advance Virginia’s Energy (SAVE) Plan Rider, which outlines funding and rate adjustments for its natural gas infrastructure replacement programs. The application was submitted on September 4, 2026, under Case No. PUR-2026-00130, and requests authorization for charges to take effect beginning with the January 2027 billing cycle.
The proposed 2027 SAVE Rider includes two components for each customer class: a Current Factor reflecting anticipated program expenditures for the calendar year 2027—the second year of a three-year amended SAVE Plan previously approved—and a Reconciliation Factor accounting for adjustments based on actual costs incurred through the end of 2025. WGL projects total expenditures of approximately $263.1 million for eligible infrastructure replacement programs in 2027, staying within the 125% cap on investment levels established in the 2025 SAVE Plan case.
For 2027, the company requests a total revenue requirement of about $30.8 million, which comprises $28.9 million for current program costs and roughly $1.9 million to reconcile prior period variances. These costs would be apportioned across four customer rate classes based on usage.
Under the proposal, a typical residential customer in Northern Virginia consuming 714 therms annually would see an estimated monthly charge of $3.49, or $0.0586 per therm. In the company’s Shenandoah service area, a residential customer using approximately 588 therms annually would face an estimated monthly charge of $2.87, reflecting the same per therm rate. The proposed rate includes a Current Factor charge of $0.0547 per therm and a Reconciliation Factor of $0.0039 per therm. Commercial customers’ charges would vary depending on their volume of gas consumption.
The Virginia State Corporation Commission has issued an order directing Washington Gas to notify the public about the application and providing an opportunity for stakeholders and interested persons to comment or request a hearing. Comments and participation filings must be submitted by November 2, 2026. The commission also acknowledged that it may approve rates differing from those proposed by the company or adopt alternate rate designs.
An electronic version of WGL’s application is available on the commission’s website, and requests for physical copies can be directed to the company’s counsel. The commission encourages public review and engagement as it evaluates the company's request in line with state utility regulations and the SAVE Act’s provisions.
